China Dismantled the First HCFCs Production Line

Hangzhou Fist Chemical Industry Co., Ltd., one of the first batch of HCFCs producers to close their HCFCs production lines, dismantled their HCFC-141b production line which has 15,000 tons of annual production capacity and destroyed the key equipment on April 23, 2015. Mr. Zhao Weijun and Mr. Zhang Jianzhong, the representatives from FECO /MEP and Zhejiang Environmental Protection Monitoring Center, supervised and witnessed the destruction process.

To achieve 2015 10% reduction target of HCFCs production in China under the Montreal Protocol, the MEP organized a public bidding in 2014, through which five HCFCs producers were selected to sign the closure contracts to phase-out a total of 58,864 tons of HCFCs production, it also eliminated 88,000 tons of HCFCs production capacity. After being rewarded the contract, Hangzhou Fist Chemical Industry Co., Ltd. drew up the Environmental Management Plan and Employee Compensation Plan for production line dismantling in accordance with relevant requirements, which were cleared by World Bank. With the closure of this production line, 10,667 MT of HCFC-141b production have been phased-out, and RMB 89.18 million of compensation from Multilateral Fund was granted to this company.
